Girl, a panel of two guys together doesn't mean a pairing. Unless it's Lavi and Kanda, of course.
Kanda and Allen don't get along any differently than before, and I don't see any problem with a page of them. Anyone who sees a pairing in there is simply retarded.
If I were you, I'd be more worried about the dub. ;; It's EVIL.

Anyway, I'll try to put it short, Kanda says he doesn't give a shit but he actually does - he saves even random Finders, so why not fellow Exorcists? He does think of Allen as of naive kid though, and even if one day - oh gods! - a miracle would happen and he'd act supportive for him (lol level 4 arc) that wouldn't be more than just helping a BRAT who apparently can fight; also strength acknowledgment doesn't mean anything else but exactly that; Tiedoll, Marie, Komui, everyone capable gets respect from Kanda. (Also, no one can deny that Allen likes Lenalee. :3)
And when it comes to conversations, similar age (therefore bonding), and WHO exactly gets away with most? - there's LAVI. Even Tiedoll gets the evil eye EVERY time he calls Kanda 'Yu'. (Lenalee could get away with a lot too probably, but that's a different story). Not to mention that Lavi is Kanda's only listed 'friend', and in such circumstances, from friendship to romance is only one step 8D Not to mention that they seem to understand each other without words too, and in the nice way with no corners~
